MACABALAN, Cagayan de Oro City โ€” To strengthen program alignment and ensure effective implementation of priority initiatives for CY 2026, the Bureau of Fisheries and Aquatic Resources โ€“ Region 10 (BFAR-10), led by Regional Director Edward B. Yasay, conducted the CY 2026 Action Planning and Aquaculture Project Proposal Review on January 26 at the agencyโ€™s Conference Room in this City.

The activity has brought together key officials from the Bureauโ€™s Regional and Provincial Offices, including Division Chiefs, Project Leaders, and members of the Bids and Awards Committee (BAC), to review the FY 2026 approved targets and key deliverables per priority program, the approved budget under the General Appropriations Act (GAA), and to formulate CY 2026 action plans anchored on strategic priorities and field realities.

During the activity, the Bureauโ€™s three technical divisions, namely the Fisheries Production and Support Services Division (FPSSD), the Regional Fisheries Training and Fisherfolk Coordination Division (RFTFCD), and the Fisheries Management, Regulatory and Enforcement Division (FMRED), presented their respective Program Expenditure Classification (PREXC).

In the afternoon, officials conducted a comprehensive review of aquaculture project proposals, focusing on the presentation of approved targets and corresponding budgets for aquaculture projects. Discussions included submitted project proposals and purchase requests (PRs), identification of big-ticket aquaculture projects and their expected deliverables, project phasing, and risk mitigation measures to ensure smooth and timely implementation.

According to Director Yasay, the activity is crucial in ensuring that plans, budgets, and implementation strategies are aligned, emphasizing the need for accountability, prudent use of government resources, and inter-office collaboration to deliver impactful and sustainable fisheries and aquaculture interventions for fisherfolk and stakeholders across the region.

The activity concluded with a shared commitment among BFAR-10 officials and staff to uphold transparency, fiscal responsibility, and coordinated action, ensuring that CY 2026 fisheries and aquaculture programs are implemented efficiently and translated into meaningful benefits for fisherfolk and communities across Northern Mindanao.
