The activity, held at the BFAR-10 conference room, brought the program’s assigned field officers and the region’s five provincial fishery officers.

MACABALAN, Cagayan de Oro City (Sept. 12) – A two-day operational planning marked the next milestone of the Bureau of Fisheries and Aquatic Resources Region 10’s (BFAR-10) Special Area for Agricultural Development (SAAD) Program Phase 2. The activity, held at the BFAR-10 conference room, brought the program’s assigned field officers and the region’s five provincial fishery officers.
 
The focus of the event was on crafting project proposals and developing project procurement management plans (PPMP) that would drive the development of its beneficiaries’ livelihoods, avoiding the hiccups encountered from the previous phase.
 
SAAD program assistant regional focal, Marlou N. Fernandez, said that the activity is β€œcritical” in ensuring the successful and efficient execution of procurement activities in this phase. β€œThis is our roadmap to transparency, accountability, and risk mitigation of our system of carrying out this program to our fisherfolk. With our experiences from the last phase, we already have a clear view of potential risks. Thus, for us to be more cautious yet efficient with every step,” elaborated Fernandez.
 
Provincial Fishery Officers (PFO) from all five provinces in the region, mindfully identified their procurement needs considering the appropriate projects, inputs, technologies, and training to capacitate the fisherfolk beneficiaries.
 
Plans such as a refresher course on tilapia culture and hatchery to its post-harvest training, BFAR-10 budget officer, Christar Ree B. Merano, helped the PFOs in its cost control to establish that procurement activities will be carried out within the specified budget limits, preventing overspending or unexpected financial issues.
